Adobe Flash Plugin stays in 'Not Installed'

I created a update package for Adobe Flash Player 32-bit/64-bit Plugin 18.0.0.209 released this week and deployed it to some client computers. On creating the package I followed the procedure the pdf manual in the documentation section of this site. Then I tried to search any update at the client computer but couldn't find any update. Next I check updated plugins with Firefox, it says Adobe Flash Player is old(18.0.0.203, which I also installed with WSUS successfully). WSUS packager says the update is "not installed" to the computer. I have tried detect and report to two computers for several times but results were same.

What should I try next time?

Server OS: Windows 2008 R2 Standard
WSUS: 3.2.7600.226
WSUS Packager: 1.3.1504.15

Hi, your rules looks like ok. You can try search for these registry key to see if they exists :

Also, you can edit the update and look at the metadata of the MSI file. There is some "IsInstallable" rules in it.
